PNoy’s Helicopter is Cool…

… or should I say stoked? Or pimped? Yes, I know, these words don’t blend with the SONA. And yes, these are normally uttered by someone juvenile in tattered pants and usually by those dudes seen in the X-Games or MTV shows. Yes, I know, it still doesn’t jibe with the SONA and still totally senseless at this point, right? Well, thanks to this image from the Official Gazette but there’s something in me that cannot help but notice that parts of this ladder are actually bicycle stems. If you don’t believe me (especially if you don’t know what stems look like), take a closer look at this next picture.

Now do you see them? Yes my dear, those are bicycle stems and I really can’t help but wonder how on earth these ended as parts of a ladder for the Presidential chopper. Although I applaud the ingenuity of whoever fabricated it, it made me suspect that this isn’t a standard equipment, more so to be fitted to a chopper bearing the seal of the President of the Philippines. Hmm. Isn’t this part (pun intended) of the anomalies that PNoy “exposed” during today’s State of the Nation Address?
So how much does the Office of the President gets anyway from the allocated annual budget? According to the Department of Budget and Management, this year, a total of 3 billion pesos was appropriated for this office – that’s just around 0.2% of this year’s P1.54 trillion budget. Further inspection of the details of the appropriation will reveal an item written as “Repair/Maintenance, Purchase of Air Transportation Equipment – P300 Million”. There you go! There is (or was) 300 million pesos and some good fella decided to have a stainless steel ladder fabricated and yes, with a bicycle stem. Ti abi. Now, in case you wonder which one is in better condition, the chopper or the ladder, well, it is another story.

I learned about the existence of the Official Gazette as part of the research I’ve been doing for my STRAMA paper. Most, if not all, Republic Act have a section which states: “This Act shall take effect fifteen (15) days following its complete publication in any newspaper of general circulation or in the Official Gazette.” But according to a twitter contact, the Official Gazette usually doesn’t reach the public and just end up in law sections of school libraries. Thanks to some people in the PNoy administration, it finally became available online.
